 Changes in the working regime for drivers of vehicles

 

According to the Order of the Russian Ministry of Transport, duration of daily work or a shift of a driver engaged in transportation on the collector, fire and rescue vehicle can be increased up to 12 hours only if driving time in total during the period of daily work or a shift is less than 9 hours. Working hours of the driver also include transit from the workplace to the venue of the medical examination and back.

Moreover, all drivers shall be given a break for rest and meals for at least half an hour in the middle of the work shift. On long hauls, drivers should be given a special break after the first four hours of continuous driving.

The Order also revises requirements for scheduling of work (or shift) in scheduled traffic in urban and suburban traffic. The graph is compiled for each calendar month, and it sets working days by specifying the beginning and the end of daily shifts, time breaks for rest and meals in every shift as well as weekly rest days.

 

Requirements to the procedure of recognition of foreigners as Russian speakers

 

Requirements to specialists affiliating the Federal Migration Service committee (or its territorial authorities) for the recognition of foreigners and stateless persons as Russian speakers are approved.

The committee includes officials competent in matters of citizenship, as well as representatives of scientific and educational organizations from among the teaching staff (competent in training programs of higher education in the areas of "Philology" and "Linguistics" or additional programs in teaching Russian as a foreign language as well as having experience in interviewing and testing).

In addition, rules of the interview with a foreigner or a stateless person are approved. It is held on the basis of an application which is submitted to the committee of the Federal Migration Service or the committee of territorial authorities at the place of residence (temporary residence).

The interview should take less than 30 minutes and its records should be kept. In the case of unsatisfactory results a statement can be submitted only upon the expiry of 1 year.

 

Requirements for admission of foreigners into Russian citizenship

 

Requirements for admission of foreign citizens into Russian citizenship are approved. For example, one of the conditions (per standard procedure) is knowledge of Russian at a level sufficient for the written and oral communication.

It is certified by the passage of state testing on Russian as a foreign language (with a score not lower than the baseline proficiency in Russian). Moreover, levels of knowledge of Russian as a foreign language and their requirements are established.

There are 7 levels:

? elementary;

? basic for foreign workers;

? base knowledge;

? levels 1-4.

For example, the base level for foreign workers requires the ability to read short simple texts from different sources - for example, names of newspapers, signs, ads etc. Also foreigners should be able to create a written monologue based on heard or written text and understand basic information of short monologues and dialogues of social character.

In addition, this level of language proficiency includes the ability to create own coherent and logical statements and understand the content of the remarks of an interlocutor (in a limited set of situations of domestic nature). Thus, the volume of part of the lexical minimum level is 850 units.

 

Stiffening of the regime of entry into Russia for citizens of Tajikistan

 

                Citizens of Tajikistan will no longer be able to come to Russia only with internal passports of their country, as well as carry their children under 16 with birth certificates only.

                Thus, on the Russian border citizens of Tajikistan will need to have an international passport, a service passport, a diplomatic passport, a seafarer?s identity document or a certificate of return to Tajikistan, issued by the embassy (in the case of repatriation of those citizens who came to Russia under the old rules).

This resolution was adopted in the execution of a list of orders of the President of the Russian Federation on the implementation of the President's Address to the Federal Assembly of the Russian Federation of December 12, 2012.

According to this document, the Government of the Russian Federation should allow entry into Russia only with international passports for citizens of all CIS countries until 2015 (except countries of the Customs Union and the common economic space - Belarus and Kazakhstan).
