New Points Based System

In the continuing overhaul of the current immigration system, said to be the biggest change in over 35 years, the new Points Based System will replace 30 current work-related categories by putting into operation Tier 2 and Tier 5 of the system by the end of the year.

Work permits, which will soon become ‘certificates of sponsorship’, will be replaced by Tier 2. All applicants in these tiers will be expected to have a sponsor such as a college institution or an employer, with the exception of the already implemented Tier 1.     These sponsors will be registered with the UK Border Agency and will require a licence to do so. Tiers 3 and 4 are expected to be carried out by the end of 2009 at the latest. For details of the various work categories see below:

  • Tier 1: Highly skilled individuals to contribute to growth and productivity.
  • Tier 2: Skilled workers with a job offer to fill gaps in United Kingdom labour force.
  • Tier 3: Limited numbers of low skilled workers needed to fill temporary labour shortages.
  • Tier 4: Students.
  • Tier 5: Youth mobility and temporary workers: people allowed to work in the United Kingdom for a limited period of time to satisfy primarily non-economic objectives.
